The Berlin Conference was called primarily to manage the Scramble for Africa among European colonial powers. Intense competition for resources, trade routes, and strategic territories in Africa was leading to increased tensions and potential conflicts between nations like Britain, France, Germany, Belgium, and Portugal.

The conference aimed to establish rules and agreements for the peaceful division and colonization of African land, preventing war among the European participants. It also sought to legitimize their claims to African territories under international law.
